We're given the choice to serve god. The angels weren't.
Serve God or burn.. geese.. those are fair options. What if I want to be a ghost that can manipulate the physical realm and travel the Universe at fast, ghostly speeds? Where's that option!?
It's still a choice.
What if choose my secret option 3, can't I have that?
How should I know?
