Well yes, but its a css file you create and link to, not a site.
A file you created and stored in your own hardware is what you link it to? That's my logical guess.
Well normally it would be in the folder in which you're working in, usually a designated CSS folder in the instance that you have multiple css files, doing it online, it would be on the hosted via whatever website you have it on.
He has a main.css but he also put in some in-line CSS stuff.
