Plot-twist: I never got the ticket. I DID pay the blokes to get my car un-clamped.
I had two cops show up at my doorstep handing me a final warning notice over non-payment and asked to hand over 80€ or go to court.
The letter has all the correct info, my name, license plate, etc.
So I called the office that handles fines and apparently they sent a ticket by mail to my address - but the mail here is a 4/10 and often things just don't reach their destination. Luckily, this is my strongest argument. When I paid my car tax, I never got the appropriate paper work. (It still did not arrive). I had to write to the office and request it again. I have this exchange on my email account and can show that the local post is unreliable.
The person on the other end tells me they can't help me and I need to go to court or pay the final warning fee of 80.
So here I am, lube-ing up for 'You honour'.
TL;DR
Cops hand me a final warning for a ticket I did not receive / know about. Now going to court to shit on the postal service and try to pay the smaller fine (40€).

There should be direct contribution charges from the top 20% of earners.
They could literally pay for everyone's healthcare if they had a mandatory contribution charge of 30% of their earnings.

Taxes is just a sum of money that goes who the fuck knows where.
With a dedicated contribution charge for X service - 100% of the money will go to X service and not to the chums who are already paid enough by taxes.
Sounds nice, but then the Health Service becomes overfunded while the roadways have to scrounge for maintenance costs.
People would then choose what they *think* is priority, not what really needs funding (or in equal measures, which would make the freedom of choice irrelevant).
Even if it were limited to "€/£/$Xk earners get to choose", then the other taxes from poorer folk would get funnelled into the deficits...
So then the poor have less control over what funding goes where, and likely is going to go to the military or a nuclear deterrent, for example, something not everyone would be happy to do or have on their conscience.
What if we let the bottom 85%, decide where the Contribution of top 15% go?
