They change shapes based on the environment they're around. There are different types of clouds, and a good number of them behave differently. I've forgotten most of the names, but we had to spend about 2 months in flight school studying weather patterns.
Do they ever totally dissipate?
What type of clouds are you talking about? A cumulonimbus dissipates by rainfall.
Like clouds in the stratosphere
Cirrostratus? Cirrus? They fan out over time.

Spoiler both outcomes are decent. i've gone with jack on both of my playthroughs but fiona's plan leads to a completely different intro. jack's is more action-packed whereas fiona's is stealthy. either way, vasquez dies, though.
