That logic is the equivalent to saying that water isn't necessarily wet. 4k is objectively better than 1080p. If you're capable of running it, which is the only issue. The newest versions of Cemu are becoming more optimized. #Invalid YouTube Link# higher frame rates not necessarily better than lower ones
Except it is better. The game caps off at 30fps, but at a good amount of the time it fails to reach that. We're not comparing the smoothness of 60fps to 120. Sub 30 is pretty choppy. that's almost better than 4K just by virtue of it being a unique resolution
4k is objectively better if you are capable of running it. Though it seems the OP's budget would not be able to run the game at all. That would require a couple of months for more optimization fixes.

The newest Cemu build can run BOTW at 4k 30fps while the switch usually runs at 1080p with 25fps. :^)

Troy Baker does a pretty damn good joker, even if he imitated Hamill's iteration. Ledger's version of the Joker is portrayed in a grittier, closer to life version of Gotham/Batman. It wouldn't really fit in any other universe because the Joker is often a trickster who constantly wants to fuck with Batman.
