We should have a bounty system, where a person's worth is measured by how annoying he is.

You can trade your value by giving someone else ban time, as well as yourself.

Example:
I am at 20%
Someone else is at 10%
I choose to get banned for 20 days, and in exchange the other user gets banned by 10 days.
