Out of the 500 accounts here, only about 200 have been active in any meaningful way.
Yeah, ok. Maybe waiting is best.
As for the users who qualify, go with a cutoff date.
Then out of those users, look at who is "currently" active.
Once again, why give a gift to users who aren't here to use them right?

Confirmed alts would be skipped in the order.
Many of those hundred or so users were never active either. We'd be giving this special gift to people who would never use it. Like I said, give it to that small group of users that were actually active around late August/early September. That way there will probably be 50 or less users who have it.
