Once you get to quantum computing, there's not much more you can do to fit more transistors onto a chip.
Miniaturizing transistors isn't the only way to increase computing power. Software optimization is much more important.
That and quantum computing has less to do w/ more brute computational power and more to do w/ doing computations that are impossible for classical computers no matter how much computational power they have.

Don't let the name fool you, I'm pretty sure it's less of a law and more of a general observation based on technological trends. Vernor Vinge and Ray Kurzweil use it to justify the idea of a technological singularity.
