They're both lacking and would be better together.
In Borderlands 1, Atlas was badass and felt like a great organisation to fight, but it lacked a memorable and unique leader to take it to the next level.
In Borderlands 2, Handsome Jack is exactly that memorable and awesome antagonist, but his organisation is not as interesting and is basically just robots.
Commandant Steele was pretty boring, and General Knoxx was a DLC character, so yeah. No real interesting leaders.. The only things I liked about Hyperion though were Jack and that fucking awesome looking space station of theirs which was always visible. Just add Jack to Atlas, and you get the best corporation ever in that game.

Well, during High School, I traded one group of delinquents for another group of delinquents. The first one was better because they were the "We actually do illegal stuff" sort rather than the "We sit on our asses all day and get in trouble for retarded reasons" sort. But overall, I was sort of an outcast through High School. Didn't really fit entirely with a single group. Sort of just drifted.
