Conservatives love going with the next in line guy even if they don't really like him (McCain, Romney)
He's definitely going to be the Hilary of their side if he joins in that its his to lose really.
Conservatives also are going further and further right during the primaries, and hate the connotation of "Bush" after the glorious terms of the last one. If anything, it's gonna be a run between Paul v. Cruz in the end of the primary.

I'd like to see a Bush/Rubio ticket.
Never going to happen. While Rubio would get the GOP a chunk of the latino vote, both candidates come from Florida - while mildly conservative in the rural areas, VP's are, in more recent elections, chosen as a way to help ensure votes from other areas in the country, particularly swing states. I'd expect one from Ohio, Pennsylvania, or Nevada.
