My school always had 2 officers at the school when shit like this happened.

I was under the impression schools has security guards, not cops.

At least, that's how our school was.
I remember actual LEO's always being at one of the schools I went to, and that was a small farmtown. For the school I was most at, you'd sometimes see them at the entrance in the morning, but that was it other than random drug sweeps with the k9's through the halls.

They're at every school in the nearby city though.

Must be funding related.

Can't speak for this district in particular, but I believe it's common practice if the parent's are unable to respond.
Since school officials can't touch a student, what else can you do?

I didn't see in the article about the parents, but I skimmed quick. Did it mention they were contacted before deciding the police was needed?
