Honestly I think he'd be hamstrung by Congress and the courts. The president doesn't make legislation, so all his talk of closing the border and repealing Obamacare really is just empty.
A public works project to build a gigantic concrete wall via executive order doesn't seem too crazy.
He'd need the funds approved by Congress.
