Having actually played Fallout 1 and 2 recently, the skill based system is super simple, the perk system is just as "in depth" as that system
Instead of adding points to skills to get the levels and abilities you want, you add points to perks to get the abilities you want, there isn't really much of a difference

Destiny will be fun at 60 fps on PC and shorter load times.
I'm not sure how much more fun a game becomes just because there's a higher framerate and shorter load times...
In an FPS you need the former. Halo, CoD, and Gears have it. No excuse now.
Doesn't mean it suddenly becomes a more fun game just because it has a smoother frame rate
