Butcher Pete is actually a song about a murderer who literally chops people up. When the song first came out, it recieved poor reception because it was, originally, a song about some dudes promiscuous affairs with all the ladies in town. But due to the flak it recieved, no fucking joke, they actually switched it up and said that it was a song about Pete the Butcher in a murder sense.
Kind of funny, honestly, that a humorus song about a guy going around and chopping people up was accepted more than a song about a guy sleeping around.
Last I checked it was a song about rape.

And if that's what you're looking for in a game, that's fine--but not everybody is.

That IS my argument, though, save for that last part. Under certain contexts, lower frame rates can be better than higher frame rates.
Personal opinions aside, 60fps is no better or worse than 30fps. Because they're just numbers. Numbers can only be higher or lower than each other--they cannot be "better" or "worse" than each other.
Numbers on their own can't be, no, but numbers applied to situations can I get your argument, and while personally I think that someone trying to use a very low framerate is probably a bit silly, under certain contexts lower frame rates can be better for "artistic" purposes (Or I guess in some contexts higher framerates aren't needed, Undertale for example is 30 fps, there'd be no need for it to be 60), in general, and with the majority of games, 60 fps provides more fluid motion, better reaction times, and if the frame rate does drop, it doesn't run as high of a risk of it dropping to the point where controls become unresponsive or the game stops looking fluid/starts looking like a slideshow

The artistic value is whatever the artist wants, guy. Just because you or I may not be able to come up with a great excuse doesn't mean there aren't any.
