Simply put:
Fallout: NV > Fallout 4 > Fallout 3 > Skyrim
I think that Fallout 4 is Bethesda's best work since Morrowind, it's more in depth than Skyrim is, but it suffers from a poor dialogue system and a lack of choice. However a lot of things in the game are really well done, and outside the dialogue and choices, I don't have much bad to say about the game. The combat is fantastic, and the crafting system is really good. However it seems to have limited the amount of unique weapons in the game, and the game expects you to craft better equipment instead of being able to find better stuff. The perk system surprisingly isn't any less simple than the original skill system, and I kind of like it. 7.5-8/10 rating from me.
Oh right, Fallout 3 was good, Skyrim still sets a benchmark for modern games and blah blah blah...

If you count gimmicky shallow elements, removed features, horrible writing, and bland voice acting as the best game, then sure. It barely fit the genre of RPG.

I'm not gonna lie and say I didn't get a lot of playtime out of it, but it's just so... Watered down from the previous games
Don't get me wrong, Skyrim is very bland. The modding community is pretty much the only thing that saved it, but the one thing I won't fault Skyrim for is it's combat. It was definitely bland, but back in 2011 no game had actually prefected FPS melee. However, when TESVI comes rolling in, Bethesda will have no excuse for having a shitty melee system, because it's already been prefected by other games.
If Fallout 4's any good indicator of future combat in Bethesda games, then I wouldn't have anything to worry about, because that combat is fantastic

I enjoyed it as well. People shit on Bethesda for no reason, the whole premise of Cyrodiil losing a war to the elves is a really interesting premise, and the Dominion was the best TES antagonist we've gotten so far. Because most of the games have shown the Imperial Empire to be more or less the strongest force in the land, the fact that they got destroyed by the high elves makes hating them more "personal", in a way.
But that wasn't the main storyline, that was an interesting part of the game, but the whole thing with the dragons and the "epic fight" at the end was really lame
