i feel like i share the ultra weeb category alone since 3 of them went to bungle and Eps is barely anywhere. The others i dont personally see as 'ultra' weebs.

i'd say the minimum requirement is to have seen so many anime, or be so into it, that you've started watching obscure ones that most people haven't heard of--shit that hasn't been dubbed or localized, etc.

reading manga, playing weeb games, listening to japanese music, knowing/learning japanese, using anime avatars, watching hentai, unironically using japanese phrases or emoticons in regular conversation, wanting to move to japan, and actually being a genuine weeaboo also helps
