For Halo CEA there should have been an extra campaign mode that adds things from the other games into it. That would justify it more and to me it would make it fit better in the lore due to latter editions. In Halo Reach we have Brutes but in Halo CE we don't see them even though Reach takes place before it. The same fleet that we encountered in Halo CE was the same one from Reach which would have Brutes.
Because Brutes and Elites are different leader classes, Brute-led squads are only really used for heavy assault where force is more important than tact, until Halo 2 when Brutes took the role of Elites. Because of this, Brutes didn't need to be deployed onto the Halo installation, as no missions suiting them would be present on a holy ringworld. They would obviously deploy Elite-led squads rather than the Brute-led alternative. And even if there were Brutes on Halo, why would they send Brutes after a single human? They'd just want to take him out quickly with as few mistakes as possible, and he certainly hadn't earned the title "demon" yet.

I live near Tampa and it has stormed almost every day for the past two weeks.
Yeah, I lived in St Pete for a few years and Clearwater after that. Originally from Orlando, actually. I really loved the storms, probably one of the state's only pros, and even then some people would consider it a major con.

Okay, what other value does a person have and why does it matter if whatever you esteem to be value has been lost?
Self-value is all that matters. There is no numeric scale, there's a switch. If a person wants to live, his life has value. If he doesn't, his life doesn't have value. Simple as that. Other people's opinion on the person has literally no relevance at all.
Hypothetical situation here :
If a mentally disabled man has a chronic illness that causes him to be in immense pain for the entirety of his conscious life, but due to the nature of his psyche, insists that he wants to live instead, is it better to let him remain in torment or to end his life against his will?
Definitely, definitely, definitely let him live. Choice and consent is all.

So is that to say that we should allow people who are not of sound mind to torture themselves as they wish? Should we allow schizophrenics to dismember themselves or catatonics to starve?
Observing the suffering of others is a huge negative impact on people. I'd kill him so that nobody else had to suffer by association because of his suffering, but if he chooses to suffer in a cave somewhere and never be seen again, so be it.
