The 20,000 refugees from the continent of Akavir have arrived in High Rock. Bretons begin construction of homes for 12,000 in Wayrest, Evermore and Daggerfall. When those homes have been constructed they will begin construction of seafarer's quarters in Camlorn and Shornhelm.
Barracks had been prepared for 8,000 soldiers, the number we had expected, the refugees are kept in camps for now.

Update: with no more industrial distractions, shipbuilding is going much more smoothly. 700 constructed so far.
I want to be clear that construction speeds are so high because these are relatively small, non fortified craft, meant for transportation, not for naval warfare.

Read up on your lore, man. The towers don't protect Mundus from Oblivion, they protect Mundus from total nonexistence. The towers are literally the pillars of reality. They hold the mortal universe together, it has nothing to do with Oblivion.
Read up on your lore brah, they're metaphysical pillars that literaly hold the planes apart. Mundus doesn't cease to exist if they're destroyed, it sort of of crumbles etherically into Aetherius, which in turn dictates the thickness of the barrier between Mundus and Oblivion, which is why a thinner barrier allowed Molag Bal to enter the world. It's not a one way street to Aetherius, it's a complicated nexus of paths, and most lead straight to Oblivion.

Emperor Septim, I understand your reverence for the Elder Scrolls, and how closely you want to gaurd them, but I'm afraid the only way we're going to get a good glimpse inside is if we use a lexicon inscriber, of which I only know the location of one that is designed to be used with Elder Scrolls.
I hate to suggest it, but we may need to transport some of them to Blackreach under Skyrim in order to gain their knowledge. I have a stockpile of blank lexicons from Markarth, and scholars who can understand them. You may want to have your own men handle the inscription, but I can send twenty Shadow Blades to help if you would accept.
I fear that the scrolls may be the only answer to this deadric threat.

The Shadow Blades have completed their training. Abilites include: -Temporary Invisibility -Sapping Magicka -Resistance to Fire -Heavy, Light, and Ranged Weapon Training
These skills were selected to make these warriors specially effective aginst flying lizard scum.

This is an undertaking of 50,000 men. Recruitment is projected complete on page 9.
Rounding up and training 50,000 soldiers in four years is a bit ridiculous in this game. Remember that each province only started with roughly 2,000.
They won't be trained by that time and they're not soldiers.
Just common deckhands with no combat skill. I suppose I should've made that clear. As civilian recruitment is easier to perform because of low personal risk, I think that 10,000 each year isn't that OP.
It's more just about your population...taking 10,000 people out of the equation is a huge blow. Some entire provinces don't even have that many people. Taking 40,000 people out of your economy in just four years, especially in a low-population, fantasy world like this one, is devastating. You need something to supplement that.
Spoiler Slaves seem to work. I have all of the native bretons at my disposal, aside from my Akaviri Citizens.
The ones who aren't scholars are jobless assholes, so not that many Akaviri are actually being conscripted.
Think of it as mass servitude of an entire race of people.
Women and children too. If you're tall enough to reach a rope and you don't have any skills in magic, you'd better learn to tie a knot.
I'd say it's fine, but extremely risky, if you are going to bring these ships to battle they will only have the strength in numbers, a well trained Navy would destroy hundreds of ships. Also blue is now Announcement/Mod talk.
Their purpose is as of yet not revealed.

everything comes with consequences, I probably am missing out on a lot by not being aggressive, the Aldmeri were hit by the Deadra, it's only fair. Even Bretons can revolt.
We need to find a way to deal with this Deadric menace. It will spread across all of Tamriel if we allow it to, I propose a world summit to handle the problem. Obviously, it is spread the same as any other religion, by people, however its spread may have unwanted consequences if we allow it to grow. We should cut the snake off at the head, and call upon the Vigil of Stendarr. I propose that Vigil agents be given free roam over all of Tamriel, uninhibited.

Deadra Worship spreads into Cyrodiil through the Khajiit escapees. Whether or not their escape was prompted by Aldmeri religious intolerance is unclear, but Deadric influence becomes stronger in Cyrodiil each day wherever Khajiit refugees are.

Tiber would be cautious with the new Akaviri troops in Black Marsh, however the men at the borders welcome the help from their military supporters. A call to arms is set up in Black Marsh however for The Empire, and the Argonian leaders would recognize the Akaviri as supporters but make sure to show they bear the Empire symbols in the Black Marsh.
When the fuck did you take over Black Marsh?
