Neutering Thalmor is just a perk. The Emperor's security detail infiltrates the city and goes to the white-gold tower invisibly to assassinate leaders who may be inside. The Emperor himself goes to sieze his ruby throne. The Tsaesci arrive from the north with the Steel Centurions. They immediately abandon their ranks and begin killing the elves in an uncoordinated fashion, sustaining many casualties. The steel centurions release deadly steam at the elves. According to lore on centurions they're also highly resistant to magic. 10179
