I'd say B/W2 is the best, but HG/SS is easily the second for me. Very good games and others should take inspiration from it.
I thought B2/W2 were okay, but the fact that they were based in Unova really hurt the game. Unova is trash.
I actually like the region a lot, my main issue with it was its linearity in B/W, but B/W2 improved upon that. The greater selection of Pokemon is really good too.

A Link Between Worlds is the best all-around game on the system.
XY/ORAS are perfectly fine. Don't listen to the fag above me.
Then there's Smash, if you have no plans or interest in the Wii U version.
Ocarina of Time 3D and Majora's Mask 3D are good choices if you've yet to play either of them.

Chrono Trigger doesn't have a 3DS version, but if you can get the DS Chrono Trigger, that's good too

Kid Icarus Uprising, Xenoblade Chronicles, Hyrule Warriors, Pokemon X or Y (would not recommend Omega Ruby, but if you haven't played any of the DS games, get Gen 4 and 5), then maybe some eShop stuff like Shovel Knight, Binding of Isaac and Earthbound

Get whatever games appeal to you the most. I'd get a New 3DS because it has games that appeal to me (Pokemon, Dragon Ball Extreme Butoden, Xenoblade, Binding of Isaac, Hyrule Warrios, Kid Icarus and the entire DS library), but it's up to you and what you think looks interesting.

I'm cautiously optimistic for Sun/Moon, I like most of the pokemon so far (minus Popplio and the legendaries) but I also like pretty much all of Gen VI's pokemon, but the game itself is pretty naff, and don't even get me started on why I despise ORAS.
What's wrong with ORAS?
Primarily difficulty, but it doesn't feel like it does much to improve over Ruby/Sapphire (aside from adding the physical/special split) when the previous remakes feel like improvements over their originals. I've been meaning to write something about ORAS, I've just been too lazy to do so, so I'll save most of my thoughts for that.

I'd see no other reason for the 10% form to exist considering the current Zygarde is pretty bad
