the children of atom are the main faction in this game and you play as a new recruit who rises up the ranks by building new bases. in fact, there are no major settlements in the game aside from the CoA HQ. you have to completely build everything and populate it with nameless settlers. you become leader of the CoA when all settlements reach 100% happiness.
it ends with you going to atoms realm and talking to them all npcs are marked as essential they narrow down the dialogue to two choices

When I was getting into Pokemon as a kid, like the first thing I did after beating Emerald was persuade my parents to buy me pokemon cards. Don't know how to play it to this day, but I wanted them to collect.
