I liked that in Transformers: Fall of Cybertron, you could swap if your character was right or left handed on the go for whichever suited firing around cover best.
I generally don't like Transformers but god DAMN those first 2 games were good.
Too bad they tried to squeeze bayformers into the weird 3rd one that was made by different people

The concept for the counter is there but it does nothing to fix the game's shit netcode facilitating it
Have something that gives you distance. A poke ability or a spear/halberd that can hit from a distance. Or use a ranged ability, magic or a bow or crossbow. Bait them, make them start their spam fest and waste stamina, even if it doesn't use them much. A lot of players who spam it generally don't pay attention to that. Trade them, play it smart and get the trade off. You can stunlock just as much as them. If you use hyperamor correctly you can time your hit to "poise" through their first R1 and hit just before their second. Giving you the stunlock and the ability to hit them again. And then the parry, backstab, or if they use a shield the kick. And yes you can try and say "b-but the net code!" Yeah sure it sucks but 1/10 games will have the lag so bad that they are 10x harder, and contrary to your belief it can always be worked around. You face harder challenges in Dark Souls than a friggin R1 spammer.
