It's windows 10 and when I tried to do it it don't did work. Help, you're my only hope.

okay, so I got it to open up Custom to the point where I can get to the server list, and I opened the 1.0.10 patch again and reupdated, but when I tried the dedicated server .exe, that doesn't work and tells me downloads\strings.dll is missing

Um I’m p sure there’s a thread on halomaps or halomods with replacement .dll files but it’s probably buried under pages of troll threads and Halo online shit
