The AI in Civ 5 likes to burn through their gold like it's going out of style so they want to snag all the luxury resources they can.It also depends on what Social Policies and Religion tenants you pick. There's some that will vastly improve your economy, population growth, etc. depending on how many luxury resources you have. I had a game where I had around 70 Happiness(While not in a Golden Age btw) because of all the resources I had along with my Social Policies and Religion. Civs like the Danish, Inca, Zulus, and Iroquois are the cockroaches of the game and will run out and expand quickly to grab everything they can. They will declare war on you if you've settled near resources they want.
