A much more likely story is that they just haven't made anything that would allow you to do that and they just made up that excuse on the spot.

People are taking this out of context. It's because Sony can't track anyone other than by their name. Your Xbox live name is linked to an ID number. You can change your name but you're still tied to that ID Number. Sony didn't think to implement this so if you're a hacker and get reported, then change your name Sony wouldn't be able to track you.

I'm sure there a lot of silly mistakes being made right now that will affect future consoles. Have to remember PSN wasn't a paid service like Xbox Live was for all those years. They're still playing catch up in some areas.
