Something just seems off about this to me.

Maybe it's combining the cartoonish eyes with realistic looking fur on a human shape body?

It's just on the edge of the uncanny valley. It's human but not really, to the point where it looks kinda creepy.
I don't hate this design; I'm already pretty used to it but it's just odd the first time you see it.

The box art looks odd, but the in-game Fox McCloud doesn't look bad like that.
