Why does Xbox Live have to charge you for changing your name?!

GAAAAWD!

I just want to get rid of my horrible Xbox Live name(gamer x7 42) and change it to something more original and when I tried I completely forgot that it's $9.99 with 46 cents tax.

No, I mean why is it 10 fucking dollars? $2-$5 would be enough to stop most idiots from changing their names whenever but $10 basically halts it alltogether.

1.Make new account with offensive name. Example-NegrosInSpace
2.Get reported
3.Change name for free

When it comes to the MCC nothing harmful would be done since it's a collection of old games which are past their hay day. It would even be the same for newer games as well. Because if Microsoft fully releases any existing Halo game on other platforms, people may get up hope for future games being released as well and will hold out on purchasing an Xbox One or future Xboxes for the Halo game that they want.
