They're running on the same engine since Morrowind. Eventually it's going to reach a limit in terms of what you can do with it. You can only pile so much on a foundation before it can't take anymore. CoD had the same effect, using the same engine since CoD 2.

There's people in it who want Beth to continue using their outdated and buggy engine rather than upgrade to a new one, simply they think features will be lost. They are actually stupid enough to think that by upgrading to a new engine then that means those features in the current one won't be carried over.(Carried over as in Beth simply not programming the features they were using in the other games.)
