Probably for marketing reasons or something.
4's Cortana model is too static. Not much light passes through many parts of her body (0% through her hair, the navy parts, etc...). The actual model is the best looking (I think the boobs are a bit too ridiculously large though), but needs to be textured better.I like H2A's and H3's the best. Halo 3 had the coolest animated body: the way she "data" streamed through her body and hair was awesome.
