I mean on one hand we have a serious threat who can't feel pain, has a smooth and compelling voice that sounds genuinely sinister, commands an army of supersoldiers far more powerful than any other faction seen in the series, and has a really interesting point regarding words and language. He presents both a physical and philosophical challenge for Big Boss.

And on the other hand we have an eighty-year-old British guy in a wheelchair who does nothing. Literally nothing. We don't even see him when he's evil until the end of the series.
