Top Villains in games?

Not really, you can see how he became Handsome Jack in The Pre-Sequel, it actually shows that he WAS the good guy trying to save people.
And in Borderlands 2, he is the GOOD GUY trying to reform Pandora. However him going insane definitely made it impossible for him to truly be the hero, no matter how much he believes it.

He is capable of tricking you in the games, look at Sanctuary pre-flight. He killed Roman and took control over Lilith, and did get to and took control of The Warrior. If it wasn't for the player, he would have taken over Pandora easily.

No, I meant the actual lead writer himself of Gearbox, not Handsome Jack. The actual guy scared his wife away because he was so adamant about an open relationship and wouldn't shut up about it on social media, along with a lot of other things.

Hades from Kid Icarus Uprising - Pretty much for similar reasons to Handsome Jack.

He's not the main villain at first until you defeat Medusa in Chapter 9, then Hades shows up

Then in the first mission you're fighting against him and his forces, he does this thing where he spreads a rumour of a "wish seed" which leads to different factions of Humanity fighting over it, this leads to you having to fight the guardian of it, but if you kill it, it will send a signal which will make the Humans think it has been claimed so they go to war over it, if you don't kill it, it will destroy Humanity. So either way, Hades has forced you into a situation where blood will be shed.

His dialogue in general is fantastic

And the level where he eats you (Pit) is pretty cool as it's just Pit and Hades going having a back and forth the whole time. And he lives even beyond death because he's the God of the Underworld and all, so it's questionable as to whether you actually win or if you have just won a temporary peace.

Also pretty neat that he's likely the strongest Nintendo villain

It's mood and aesthetic definitely seems so, if it were something other than a game I'd definitely have watched it by now.

Both of their characters and motives were poorly written as hell and Makarov had 2 games to develop. Manendez was a much better villain in BO1 and had only 1 game to do it. MUCH better of a character.

Dragon's Dogma had some really top tier characters behind all the generic fantasy. Daimon was pretty awesome as well.
