How come FPS games don't have random weather effects for the maps?

This is an idea my dad came up with when he was watching my uncle playing Black OPS 2. His idea is that instead of the map being the same thing each and every time you're playing it. Instead each time you play it the weather for the map is different. So one time it's sunny out, one time it's storming out, one time it's snowing out, one time it's all foggy, one time it's having a hurricane and one time it's night.. For the fog that would effect your visibility greatly and so would it being night. For the hurricane that would cause your bullets to drop and change their course. With something like this it would greatly help prevent a map from getting repetitive fast due to each time you play that map it's different. So how come this isn't a thing outside RPG like games?

For MLG or whatever this effect can controlled. So for custom games you can choose which effects you want to use and for matchmaking there can be playlists that have it set to sunny.

Because that requires them to put a decently realistic weather system in the game and for them to care about creating a quality product.

Sadly you are right about that. For all know the most innovative things I seen in a FPS game is the spawning system for the Americans in Metal of Honor Airborn and the spawning system in Section 8. Other than those two things to me it seems like the only changes that are happening are the content withing the games. So far I haven't seen anything majoir like the thing my dad told me. When it comes to games it seems like ones that aren't FPS games are doing the innovating things now. Lets look at Shadow of Mordor. When you die instead of respawning your death effects the game world. The person that killed you becomes more powerful and they might become a captain or a captain challenges a higher up for their status.

May I just comment on how disappointed I was with Section 8. Not the game, but the reality of its release. I easily put fifteen hours into the demo and bought it at launch, but apparently I was the only one excited about it since finding a match was like stabbing a flea with longsword. Then they unceremoniously released a digital-only sequel and the franchise promptly suffocated under Microsoft's pillow.

Weather effects and night/day cycles can really affect the balance of a map.  Having the sun at high noon instead of early morning/evening could make it exponentially easier for snipers since the distance of cast shadows is greatly reduced (for example).

If I had to guess it's for competitive reasons, such as having certain areas play well when well lit, but having hard to see spots with rain or night shadows.
I say this would make the maps a little more competitive depending on the effect simply because it causes you to adopt. Instead of doing the same things all the time you have different play styles just for an effect.

Two makes there more than speakers.
Likely due to the competitive lure of what people want a FPS to be. Lighting and effects could over saturate the playing space, making it hard to cope with ongoing battles.

Why is this so black?
Sadly Destiny had this feature in Crucible where the map would be playing at a random time of day and and a few maps it would be raining sometimes. As bad as Destiny was Bungie did put a lot of effort into the environments in that game.

Battlefield 4 does that;

Paracel Storm has a massive storm and rain and wind come in
Gulf of Oman has a huge sandstorm that reduced visibility, making an IR/ Thermal scope a must-have for anything past close range and aircraft are useless
Operation Whiteout has a massive Snowstorm that comes in and makes flying very difficult

My favorite things on FPS games are traps and buttons that make something happen (like goldeneye for the GameCube or Turok for the Xbox)

Like the gates on Zanzibar, High Ground and Last Resort (And H2A forge) or all the cool shit on Battlefield 4 like turning lights on/ off, raising bollards to cut off a street or use an elevator to go up a skyscraper?

Battlefield 4 had a map where a storm would blow in, it was pretty great!
Mass Effect 3 had it's "Hazard Maps" added. But I'd like to see more.

Well they had to make up for limiting the destruction physics somehow. So they put in a static event that happens on every map.
