The Arbiter wins, no question.Garrus is a cool guy, one of the best squadmates in ME, but can't take on The Arbiter.Arby's tech, well Halo tech in general is just too advanced compared to Mass Effect.
I think the Arbiter would take this one easily.Arbiter vs. Shepard would be quit a bit more balanced.

What are their loadouts? Does Garrus get a sniper-type weapon? Does Thel get his sword?I can't see Garrus winning at all in close combat, but if he has a sniper he might be able to pull off a win. Unless Thel gets close enough. Then Garrus is fucked.

Thel is faster, stronger, with better shielding and possibly training.Unless Garrus got him in a very long corridor with no movement room, Thel wins hands down.
