Chernobyl has been abandoned for about 30 years and that looks like the cities in Last of Us. The cities in the game may have been over done with plant life but they are still going to look close to that in real life withing that much time.

Look at old town San Diego from the 1900s on top, then look at it from the 2000s.

Notice the drastic increase of lush, green, diverse plants? That's all the work of people. People who planted them there and are around to water and care for these plants.

Once the people go away the plants can't get the water they need they all die. All that will remain are the native shrubs and bushes you see in the first picture because they are already adapted to the climate.

So after something like in the Last of Us occurs the amount of plant life and plant diversity will decrease, not increase.
