All of them are arguably better than 3's, but the weakest is probably Honest Hearts.

The order you play them in though (they're connected in story) is

Dead Money
Honest Hearts
Old World Blues
Lonesome Road

I'd say don't play the first one until you're at least level 15, and then just go in that order. Otherwise some of the buildup the DLC (and base game does) will be lost on you.

I like holding off on Dead Money until right before Lonesome Road, just because it's a little more difficult that way and you can RP it better.

NV is easily the best Fallout game, and the DLC is definitely one of the best parts about it. Dead Money in particular is amazing. I've probably logged at least 300 hours into that game throughout my life lol, I wish I could play it for the first time again. It's so good.

The Mojave Wasteland, it feels barren but it's not. There are many unique locations and the NPCs are really interesting. Some might say companions puts the game on easy mode (they pretty much do tbh). Once you get to Vegas you'll be able to go to many places and many quests will open up. The beginning is a small journey.

It's more different feeling than Fallout 3. It's by no means a barren wasteland though.
