Bethesda still turned Fallout into a worthwhile series. People can try to shit all over them if they want, but Fallout 3 was an experiment to see if they could make the series a success, and Obsidian used what Bethesda created and made it better. Not sure why everyone tries to compare the two, when obviously the later one is going to be better since the engine and a lot of the game mechanics were already handed to the team. That does not make Obsidian better, they just already had what they needed in order to create the game.
Because the whole series literally is about America and more specifically the perception of the American public back in the 50s and 60s. Everything ranging from music, to the cheesy-style of adverts and consumer products, to the sci-fi of robotics is all American and the basis of Fallout. Not taking place in America wouldn't be a Fallout game, it would be some spin-off game. It would be like if a Halo game was made all about the Interplanetary War. It wouldn't truly be Halo because Halo is about the story of Chief, the Covenant, and the Forerunners
