You forgot the part where you can join and even become leader of almost every major faction / guild, even if your character lacks any skill related to those groups
Actually there is quite a bit of lore of things going on in other countries. I wouldn't be opposed to it taking place in another country.
Only if you care more about explosions and spectacle than a well-written game and gameworld. The defense I give to the game being in other countries is when you look throughout the Fallout lore there are so many little hints about what's going on in other countries. There's a wide open door to explore those little hints. I only wish Fallout Extreme hadn't gotten cancelled.
I would give up your hopes of Fallout staying in America forever. Everyone from Todd Howard to Josh Sawyer to Chris Avellone have expressed interest in a Fallout in another country. There's only so much of America to explore and most of it has been by previous games.
Texas and the Midwest have been done.
