https://nintendoeverything.com/game-freak-elaborates-on-pokemon-sword-shields-inability-to-bring-in-pokemon-not-in-the-galar-pokedex-pokemon-home-more/
Quote
One of the hot topics surrounding Pokemon Sword and Pokemon Shield this week is how not all Pokemon will be supported in the games. If you have a creature from another Pokemon title not in the Galar Pokedex, you won’t be able to transfer it over.

Game Freak’s Junichi Masuda and Shigeru Ohmori have attempted to address the situation a few times over the past few days. In an interview with Famitsu, they commented on it further, as well as Pokemon Home and more. Find a summary of what was shared during the discussion below, courtesy of Siliconera.

– With the shift to the Switch, the amount of time needed to make the graphics more beautiful and the animations more lively has increased
– Another aspect is the fact that the Pokemon series has reached over 1,000 Pokemon (including form changes)
– Because of this, apart from the graphics, balancing for new Pokemon with new abilities has become very hard
– This is the reason behind the decision this time, and they have judged that it will be hard for all the Pokemon to appear, even in titles going forward
– This was a decision that had to be made sooner or later, Masuda said
– Even in Pokemon Sun/Moon, bringing in every Pokemon was something barely manageable
– With Pokemon Sword/Shield and the need to redo models, they had to make a decision
– Ohmori says that despite this, the Wild Areas and story will have quite a bit of content to make up for it
– Regarding whether Pokemon may be added in future updates, this is currently uncertain
– Even if not in Pokemon Sword/Shield, Game Freak plans on making those Pokemon shine in future titles going forward, via Pokemon Home
– They do not want the players’ past Pokemon to feel worthless
– Inspecting the option of reusing Pokemon receiving new graphics through Sword/Shield in titles going forward
– With the inclusion of gimmicks like Mega Evolution and Dynamax that affect all Pokemon, this would mean even more graphics production and balancing, so making it happen would be hard
– It’s not about adding more Pokemon in as they receive graphical upgrades, but rather a change towards bringing in Pokemon from Pokemon Home that fit the game
– The reason behind the name Pokemon Home, is that it is a place to return to
– Bringing Pokemon out to games going forward, is like bringing it on a trip
– In terms of the feelings of the Pokemon, says Masuda, it’s like them saying, “This region is cold, so I’ll be staying at home”
– Game Freak are thinking of adding some gameplay elements to Pokemon Home
– Masuda has the concept of bringing Pokemon out to even the spinoff titles from Pokemon Home in mind, and that this will be considered in the future as well

I don't believe for a second that any meaningful ballancing is going to come out of the company that unironicly has VGC as it's "'''competitive""" format.

Either way I haven't enjoyed trying to get into competitive Pokemon since I first tried it in X and Y anyway,  and Sun and Moon left a bad tase in my mouth so it's gonna be hard to sell me on this Gen anymore.

- It's not the most creative design, but Alcremie is still adorable, and I'd use one over Slurpuff any day.
- We've known about Yamper since E3, and my opinion on it has decreased a bit on the basis that I don't really like dogs, let alone meme dogs like corgis. I don't hate him, but he's not doing anything for me, and definitely won't be finding a spot on my team. Ball Fetch is a pretty cute Ability, though.
- Rolycoly is literally just a pile of coal, so it's not terribly interesting, but its Steam Engine Ability seems cool, and I'm sure whatever it evolves into is gonna be sick.
- Duraludon looks pretty dumb to me, but I can't hate on it too much. It's definitely creative, and it appears to have interesting animations, so maybe it'll grow on me.

If I had to rank them right now, here's how it'd go:

1. Corviknight
2. Drednaw
3. Alcremie
4. Eldegoss
5. Wooloo
6. Scorbunny
7. Gossifleur
8. Duraludon
9. Rolycoly
10. Grookey
11. Sobble
12. Yamper
13. Zacian
14. Zamazenta

Those "high quality" animations are on full display in this trailer. Honestly, I'm finding it easier and easier to accept Dexit every day to the point where I really just couldn't give a fuck at all anymore, but at the same time, I'm also growing less and less convinced that it needed to happen in the first place.

Gym leader music sounds awesome.

Chairman Rose/Oleana look pretty obviously evil to me, but I guess we'll have to see.

I strongly dislike the idea of exclusive gym leaders, but whatever. Bea and Allister look just as cool as each other, so it doesn't exactly help me pick between the two games.

Gigantamaxing confirms a 4chan leak, so that's interesting in and of itself, but the mechanic is a welcome one. Alcremie's looked the best; the other two looked kinda dumb. We'll see where this one goes.

i really like alcremie but something that worries me is if it will evolve

since it has a unique gigantamax form, it evolving seems unlikely since itd give the next evolution the short end of the stick

unless alcremie IS the final evolution in the line, but i dont think that either

i dont really like using single stage pokemon and much prefer evolution lines

i don't understand why cutting down on the number of pokemon is a bad thing. getting rid of the bloat sounds like a good idea to me.

however i'm super casual when it comes to pokemon and rarely go beyond beating the main story and post game content.

It's something I'm finding easier to accept all the time, but I can still see why people are so livid.

It's mostly Game Freak's fault. The decision was one thing, but once they started talking about how it was "necessary" in order to improve other aspects of the game, like the battle animations, people justifiably started to scrutinize those aspects to a heightened degree more than they used to.

If Dexit was a necessary evil to get "high quality animations," then fine—let's see some high quality animations, then.

YouTube

If Game Freak had just shut their fucking mouths, the anger towards Dexit probably would've blown over by now. People have given them a pass on lazy animations for literal decades, and the only reason people care NOW all of a sudden is because Game Freak practically gave us an actual reason to on a plate.

One nice thing, at least, is the growing number of people who are looking back to old games like Stadium, Colosseum, and Battle Revolution with a newfound appreciation. The level of craft these games had in terms of giving each and every Pokémon a vibrant personality through their battle animations is truly something to behold, and it's upsetting that we'll probably never see anything like it again if Game Freak (creators of the highest grossing media franchise empire in history) considers it too much work.

Essentially, it's not Dexit that people are upset about so much as their bullshit justifications for it are.

I don't think they were really hated so much as they were taken for granted. People just wanted a lot more out of them at the time, since they were basically just battle simulators with cute little mini-games, as opposed to full-blown RPGs.

Then Colosseum and XD: Gale of Darkness happened, of course, which were a lot closer to what people had wanted back then, but with a monotonous SMT-inspired dungeon crawling style of gameplay that turned off a lot of people (including myself).

Battle Revolution was universally disappointing at the time because of its lack of features. It was another simple battle sim with no adventure mode, and felt pretty bereft of content overall, unlike Stadium—it didn't even have mini-games. Not to mention, the novelty of Stadium at the time was getting to see your Pokémon in full 3D, but by the time Generation IV was out, that novelty had sort of worn off.

None of us could've expected how little effort Game Freak was willing to put into their animations in 2019, though.

Galarian Weezing: 1/5 - Weezing was always a bottom 10 Pokémon from Gen I, and this doesn't improve upon it in any way. Why does this thing have to be our first Poison/Fairy?

Galarian Zigzagoon: 3/5 - It's just a palette swap, and an uglier one. We also have way too many Dark-type regional variants at this point, which is boring.

Galarian Linoone: 4/5 - This one has a bit more going on with the bigger claws and the evil expression, and I've always liked Linoone in general.

Obstagoon: 4/5 - I like it. Knowing that regional variants can continue evolving where their original form cannot is pretty cool, and opens the door to some exciting possibilities. It definitely has elements of overdesign, but that doesn't bother me too much. I just know it's gonna be shitty because of that x4 weakness to Fighting.

Morpeko: 2/5 - This is legitimately our FIRST Electric/Dark-type, and NOT Luxray. THINK ABOUT THAT. At least it's better than Togedemaru. It's pretty stupid looking, but I think its gimmick seems fun.

Don't know what to think about Bede, but Marnie is cool because goths are cool. Team Yell looks fucking dumb.

yeah, i can definitely understand wanting to skip this gen

i'm on the fence about it, because while i ultimately don't care that much about dexit, and have given them passes on outdated design aspects since the beginning (so there's no reason why i can't now), those shortcomings do feel more noticeable than ever, and there's absolutely no excuse for it anymore

it just sucks, because i'd love to play a new game in the series, and i've been waiting for a worthwhile pokémon purchase for a LONG time, between disappointing wastes of money like ultra sun/moon and the let's go games

I thought maybe the new gen would give me a reason to buy a switch.
I think I'm gonna pass still
