Gears of War Judgement was a failure sales wise, compared to the other games, and a failure in keeping a player base. Not even a year after release and it had low numbers of people in multiplayer. Gears 3 still consistently has 6,000+ players online. Microsoft just spent a lot of money acquiring the franchise. They are not going to repeat what they have seen as a failure, they are going to go for what they see people want, which is Gears 3.
