I also don't think I've heard anyone say X is overrated. If anything, most think it was the last good main installment (minus the MMOS).
VII and X are overrated because they're both entry points into the series. All the kiddies back in the day with their brand spanking new PS1s and PS2s more than likely had one of these as one of the first games in their library. Essentially, they're blinded by nostalgia.
