It's a throwback to an old Civ glitch where Gandhi became nuke happy haha

Just don't go to war with him and you'll be fine!

Ghandi's origins as a nuclear warmonger stem from the original civ game. Actually he is at agression level 0 and when India is lliberated it decreases again.

That caused a bug in the game because it couldn't handle negative agression levels thus causing Ghandi's actual agression level to be in the thousands. Instead of patching it, it became a part of every game in the series.

I didn't at first but I got used to it.

There's still some things I haven't got down yet but I'm getting there.
