You mean wearing clothes taking away her powers or the wolbachia? None of the other skulls had problems with wearing clothes, and The End didn't either, and they had no problem keeping their powers. Really, the only requirement for clothes Quiet could wear would be that they need to be breathable.

She was just naked for more money. Never underestimate the marketing power of the naked lady.
