I'll link you my build in a sec. Only difference is I upgraded my CPU from the i3 to an i5, and am about to upgrade my graphics card. That being said, I can still run everything fine, just not ultra on EVERYTHING. But what I can run is still more powerful than what consoles will offer you.

And no, you would not play it at 480p, I can tell you that right now. Especially on a monitor which is always more clear than a TV.And as for FPS, much to Verbs triggering, idk if you've played it yet but high frames will be something you care about down the line, and more importantly, the stability of those frames. I'm not gonna make you spend your hard earned money on a piece of shit, so I'm trying to give you a decent understanding on what it can do. That's all.
