They were supposed to in the narrative but the terminals (which were actually in Halo 3) directly contradicted and eventually ret-con'd that fact.
So basically the forunners that were mentioned in Halo 3 were never human to begin with.

No. I think the issue arises with all the dialog that 343GS says during the original trilogy that implies that. What people seem to forget is that even in CE he's clearly insane.
