This happens with every AAA franchise ever. It's most likely just a few people in a room throwing around some ideas and looking at graphs and shit.
Probably won't get serious until next June when they wrap up the h5 dlc.

It's just to secure copyright. Developers do it all the time so they don't have to pay the owner for the rights should they decide to make it in the future.
