Spartans most definitely can form bonds and regret their actions in regards to others...but they (usually) don't, at least in regards to non-Spartans. Sociopaths cannot do the same; that's what makes them sociopaths to begin with.

The bonds between Spartans are more akin the comrades than friendships, necessarily. Chief doesn't exactly mourn Sam very long, for example.

To be fair he didn't exactly have much time to mourn anyway, what with all the missions and cryo and all that. Also the narrative skipped ahead shortly after IIRC.
