Because the handful of designers that created three mediocre maps in the level editing tool obviously mean that none of the couple hundred artists, writers, designers, audio technicians, programmers, and so forth that worked on everything else cared about what they were doing, right? I find it hard to believe that you sincerely think that because the main multiplayer's execution was kind of mediocre, that nobody working on the game was invested in making their swansong to the series that took the studio from a quirky startup with a dozen employees to one of the biggest names in the industry as good as they could possibly make it. Hell, I would probably consider Halo 5 to be one of, if not the, worst games I've ever bought, and incompetent in more or less every single department, but I would still be remiss to say that nobody working on the game cared about what they were doing.

Seriously, you're letting your dislike of the multiplayer (which is totally justified, mind) cloud the fact that the game was still clearly a labour of love put in from nearly every other department except maybe the writing team. Hell, I'd say that for just about any game outside of sub-contracted shovelware movie tie ins or studios that are working their employees to the bone with crunch hours to release for Q4, it's disingenuous to suggest that the team flat out doesn't give a shit about what they're doing.

Hell, I'll put myself on record saying the guys trying to remake maps like ascension and also put them all within the unified forge interface when it would have been much easier to create as five or six separate map entries done in the in-house level editing software probably did care a lot about what they were doing.

Lets not forget that something bad or mediocre doesn't imply that no soul or passion was put into it. Just look at the meme thread.
Srsly tho, you can put a lot of effort into something and it could still be shit - but you cannot in good faith say that any Halo game was literal shovelware.
