Kinda did.

Halo 5's feels all over the board in terms of what they wanted to do and they went for the lowest common denominator. There was no mystery, no suspense.

Halo 3's, while pretty bad, did what it needed to do: End the original trilogy, lay the grounds for a future title.

I think you are expecting every conflict ever presented in Halo to have ended with 3. That wasn't the point.
The point was to keep Truth from firing the Ark (see the ending of Halo 2) which we did. Damaged the Ark. Also rescue Cortana (did that too).

The Flood will only truly be destroyed by firing the rings (let's not) so right now we are just keeping them isolated which is the best option. I would say we stopped the Gravemind in Halo 3, but he isn't some special thing, Graveminds are an eventuality for the flood. But the conflict with the flood is over for now, notice the lack of them in Halo 4 and 5. Aren't there Flood on every Halo ring?

The Covenant wasn't finished but it wasn't a threat to humanity anymore(at the time of 3's ending). It was full of in-fighting and split off into factions.

Weren't scientists sent to the known installations to study them? Humans are needed to activate the halo rings so unless a human activates them (Verb stay away) then the ring being active isn't a problem.

So I'd say it actually did more than you say it did.

TLDR:

Truth was the point
The Flood are isolated to where they are not threatening
The Covenant is broken apart

And again, don't forget Halo 3 was left open so other games/books/etc could be made.

The Flood will only truly be destroyed by firing the rings (let's not)

Unless there's life in other galaxies in which case wiping the Milky Way clean would be irrelevant for the most part.

But anyway outside of that there's a Flood presence on the Spirit of Fire, which will likely be dealt with in HW2

Doesn't matter if you did. Graveminds come about when the Flood reach a certain point in size due to harvested bodies coming together and forming a mass. Their memories, intelligence, all form up this creature. You have a lot of infected hosts, you get a Gravemind. You don't have a lot of infected hosts, no gravemind.

So whether you killed this Gravemind or not, another one will eventually come along. There might be another one out there already.
