Yeah, sort of.

If you have android you need qoo app, which is some chinese apk forwarder for the west. It looks dodgy but so far no problems with it. You then type in fate and click on the grand order icon and it'll install.

Pretty big and p h a t game but if you have a fairly recent phone or tablet it'll be fine.

Illya is a money-cow, so she isn't available to get often. Kiritsugu is in, but elusive. Emiya you can start with if you remake accounts enough times (or just get lucky with your starting kit). Irisviel will probably turn up in the summer again when they rerun the f/0 event.

I think the burnt loli is gonna be a year or so away for the event rerun of loliconfeminist candyland or whatever they called it (illya event)

So you can get them all, it'll just take a while.

Someone who plays these kids of games: when and how should I go about summoning stuff?

What do you mean? I'd save up orbs before you summon, as the first summon is 5, and if you summon in the same go, it's only 4. Try to find some good 4 starts on each color for some good balance.

Save up to about how many would you say?

you need 20 to break all the orbs from your summon circle

so if you're aiming for a specific character and want to play it safe save up 20 before you roll the gacha, that way if you get 5 of the same color orb you can break all of them
