If Bethesda, one of the locations mentioned in Fallout 3 would be welcome - Broken Banks, 'Ronto and the Erie Stretch. Power armour has a time limit before it's joints begin to freeze or that it's weight slows you down in deep snow.Just make it inhumanly cold up there so that it's a true wasteland of snow and ice.
